ASCE: ODOT Division 8

Speakers: Seth Buchanan and Jennifer Bullard – ODOT Division 8
Seth Buchanan
Construction Engineer, ODOT
Seth Buchanan is a Construction Engineer for the Oklahoma Department of Transportation, based at the Division 8 headquarters in Tulsa. Seth oversees highway and bridge construction projects for four counties, including the Tulsa metro. He leads teams overseeing some of the larger construction projects in the state including reconstruction of portions of the downtown Inner Dispersal Loop and also plans major work on highway and interstate corridors.
Seth is a Tulsa native and a fourth-generation ODOT employee. He graduated from Oklahoma State University in 2011 with a Bachelor of Science in Civil Engineering. His career with ODOT began as a Co-op Engineer in the OSU Design Squad in 2009, and he has served as an Engineering Manager in Roadway Design and also as a Resident Engineer in the Stillwater Residency before his move to the Div. 8 office. Seth is also pursuing a Masters in Civil Engineering from Kansas State University.
He and his wife Ashton live in Broken Arrow.

Jennifer Bullard
Construction Engineer, ODOT
Jennifer Bullard is a Construction Engineer for the Oklahoma Department of Transportation. She is in the Division 8 office, which is based in Tulsa and covers eleven counties in northeast Oklahoma. She oversees numerous highway and bridge construction projects including plan development, writing and managing work contracts and also the safety of the crews and the traveling public.
Jennifer grew up in Sapulpa and graduated from Oklahoma State University in 2004 with a Bachelor of Science in Civil Engineering. She became a Professional Engineer in the state of Oklahoma in 2012. Since joining ODOT in 2004, she has worked in the Tulsa Residency where she oversaw many highway projects including the pavement reconstruction of the west and north legs of the Inner Dispersal Loop, which is one of the largest highway construction projects in state history. She also served as the Resident Engineer in the ODOT office in Claremore from 2012 to 2017. She became the first female Construction Engineer for Division 8 in 2017.
Jennifer has been instrumental in the recent launch of Oklahoma’s first chapter of the Women in Transportation Seminar (WTS) professional group, which provides networking, training and scholarship opportunities for women in the transportation field.
She lives in the Owasso area with her three children and her husband Nathan, who is a project superintendent with Sherwood Construction.
